1. Establishing Subcommittees
1.1 Subcommittees of the Irish Association of Alcohol and Addiction Counsellors (I.A.A.A.C.) maybe established at the direction of the Executive Committee.
1.2 The purpose of subcommittees shall be to act in an advisory and support capacity to the Executive in an identified issue/area or to carry out a specific task(s).
1.3 The work of subcommittees is limited to that approved by the Executive in the subcommittees Terms of Reference (see below).
1.4 Subcommittees shall work to further the aims of the I.A.A.A.C. as set out in the mission statement and constitution.
2. Terms of Reference
2.1 The Executive shall approve a written Terms of Reference (TOR) for each subcommittee.
2.2 The work of a subcommittee is limited to that identified in the TOR.
2.3 TORs will include (but not necessarily be limited to) the purpose of the subcommittee, the specific duties/tasks assigned the subcommittee and the period of time for which the subcommittee is established.
2.4 Subcommittees are accountable to, and shall report to, the Executive.
2.5 Subcommittees shall advice the Executive Committee of their recommendations in relation to work within their areas of expertise.
2.6 On an annual basis, or as directed by the Executive, each subcommittee shall submit a report on their activities in the previous year. A work plan and budget for their proposed activities in the upcoming year. These plans and budgets shall be reviewed and approved by the Executive Committee, who have overall responsibility for I.A.A.A.C. political strategy and finances.
2.7 Membership of subcommittee is open to persons agreed by the Executive.
2.8 Each subcommittee will have at least one member who is also a member of the Executive Committee.
2.9 Each subcommittee will appoint a Chairperson, who will be responsible for reporting to and liaising with the Executive on behalf of the Subcommittee. Subcommittee Chairs will be approved by the Executive.
2.10 Subcommittees shall inform the I.A.A.A.C. office of each meeting so as to facilitate attendance and record keeping.
2.11 Subcommittee meetings shall be minuted and a copy of the minutes of each meeting shall be forwarded to the I.A.A.A.C. office
2.12 In addition to (2.11), subcommittees will submit monthly reports to the Executive Committee.
2.13 All costs incurred by subcommittee must be approved in advance by the Executive Committee (by the Chairperson or Treasurer in the absence of a full Executive meeting). All claims for reimbursement of expenses associated with a subcommittees activities must be accompanied by the associated receipts/invoices made out to I.A.A.A.C. Costs without prior approval will not be reimbursed by the I.A.A.A.C.
2.14 All press statements, letters, or other written documentation issued by a subcommittee shall do so with prior approval from Executive Committee.
2.15 All requests for media interviews, public speaking engagements, etc. received by a subcommittee shall be referred to the I.A.A.A.C. office. Subcommittee members shall not offer public comment on behalf of the I.A.A.A.C. without prior authorisation from the Executive Committee.
3. Disbanding Subcommittees
3.1 Unless directed otherwise by the Executive, a subcommittee shall cease to function after the time limit set out in the TOR, or at the Annual General Meeting.
3.2 The status of all subcommittees will be reviewed by the Executive on an annual basis.
3.3 The Executive has the power to disband anyway subcommittee where that subcommittee has been engaged in any detrimental to the I.A.A.A.C. or to the achievement of the aims of the I.A.A.A.C.
4. Removal of Subcommittee Members
4.1 The Executive has the power to remove any subcommittee member who has been engaged in any activity detrimental to the I.A.A.A.C. or to the achievement of the aims of the I.A.A.A.C.
4.2 The Executive has the power to remove any subcommittee member who has been engaged in any activity that contravenes the subcommittee policy or subcommittee TORs.
